Top down vs. bottom up

I've argued since before Obama's took the oath of office for the presidency that a seismic upheaval would hit the Obama administration when the reality of its bureaucratic top-down mentality became painfully clear to those who thought the new president would use the Internet to transform the relationship between citizen and government by decentralizing authority while elevating the wisdom of the crowd in policy and decision-making.
It's going to be an interesting battle, getting people used to texting and surfing the web being put in a "one-size fits all" health care program.
