The latest Omnibus budget bill has been blasted throughout the week.
For many good reasons.
The main problem - we shouldn't be doing budgets like this.
Congress used to follow a procedure of budgets for each part of the government.
No longer.
You can't make good decisions with another shutdown looming over the head.
So we continue to make lousy decisions.
And money that shouldn't be spent gets spent because trying to stop it brings the whole house down.
Can Congress get its act together by September 30?
Paul Ryan has wanted to do that for years.
The time is now.
