Government rules mean no help for you

I like Megan McArdle's look at the possibility of a jobs program in the current economic downturn.
She looks at how quickly things were done during the Depression, and compares it to the vast jungle of red-tape covering government today.
The obstacles arise out of things that individually, people, specifically Democrats, like: transparency, due process, environmental care, civil rights, unionism. Cumulatively, they are devastating to federal productivity.
So we want green jobs, but no windmills near us. Or on top of mountains. A jobs program would just mean more work for the existing government structure.
